KUCHING, 16 Oct: The Government of Sarawak is proposing to introduce the Regional Sanitation Performance Assessment System periodically across the state to strengthen monitoring of waste management, commercial area cleanliness and maintenance of drainage system.
Member of the Lingga State Legislative Assembly (ADUN), Dayang Noorazah Awang Sohor, said that the assessment should include the effectiveness of garbage collection, market and commercial area cleanliness, condition of waste collection sites, maintenance of slopes and ditches as well as action against population complaints.
He said the system should be supported by clear key performance indicators (KPIs) for each local authority (LPA), including compliance with waste quotation schedules, sanitation checks, complaint settlement period and action against contractors who fail to meet service standards.
"This assessment is important to ensure that each PBT fulfils its respective responsibilities effectively", he said while addressing Sarawak Budget 2027 at the Sarawak State Legislative Assembly (DUN) Conference here, today.
He said that the need was also driven by the problem of waste management in Bandar Sri Aman, especially in commercial shops lots, guest markets and garbage collection areas.
According to him, he received complaints about dirty landfills and released unpleasant odors that affected the comfort of merchants, customers and visitors.
The Noorazah Dayang also raised the problem of dumping waste into rivers and crevices in Maludam which can block water flow, affect drainage systems and increase flood risk, especially during heavy rainfall and tides.
He said 16 dengue cases were reported in Maludam last September requiring extensive vaccination to curb the spread of the disease.
In this regard, he proposed a more systematic approach to waste management in rural areas like Maludam taking into account geographical factors, transportation facilities and the needs of local people.
"Cleanliness is not just about the beauty of the environment. Hygiene is a matter of public health, public safety and administrative efficiency", he said.
